Dog Warden

The Barbour County Commission is accepting applications for the position of Dog Warden. Responsibilities will include a variety of dog warden duties including but not limited to supplying food, water and care to detained animals, impounding dogs, enforcing the county leash law ordinance, examining dog licenses, maintaining files as required, assisting Humane Officer as needed and maintaining shelter facility. Barbour Extension Office Program Assistant (PT)

POSITION: Program Assistant (Part-Time)
SALARY: $12 an hour 20 hours a week. This position is not benefits-eligible.
EMPLOYER: Barbour County Commission supervised by the WVU Extension Office
DESCRIPTION: Under the supervision, direction, guidance, and evaluation of the
supervising agent, the WVU Extension Program Assistant will assume the following
responsibilities:
Program Related Work:
a. Develops and implements educational programs as determined by WVU Extension
within Extension’s program areas
b. As necessary, develops and distributes age-appropriate materials
c. Collaborates with Extension Agent to assess training of program participants and
volunteers.
d. Maintains records including, but not limited to volunteer vetting, .
e. Support the annual WVU Extension programs, which may include attending meetings
and/or events as requested.
f. Coordinates and arranges meetings, workshops, conferences, and camps. Reserves
and prepares facilities for meetings.
g. Assists with planning projects and events. Includes tasks such as recruiting
participants, judges, volunteers, leaders, etc.
h. Provide assistance for developing, expanding, conducting and implementing
Extension programs to reach diverse audiences
i. Provides program support to the Extension Agent as required. This position does
require discretion and STRICT CONFIDENTIALITY in regard to managed information.
Occasional evening and weekend work will be required. Individual must
work some during 4-H camp in the summer.
Other:
a. Maintain databases and mailing lists for program areas
b. Some administrative duties such as answering telephones, greeting visitors, etc.
c. Working with the Barbour County Extension team to publicize and promote Extension
programs in accordance with University policy and adhering to social justice.
d. Other duties as assigned
General Extension Work:
a. Serve as a team member of the county extension program
b. Stay in compliance with all University vetting processes, policies and best
management practices as they relate to the recruitment, management, and training
of volunteers and leaders who support Extension programming.
c. Assure compliance with civil rights and affirmative action policies including reaching
out to underserved and underrepresented audiences.
d. Foster effective communications and develop strong partnerships with Extension
faculty/staff, county officials, local schools, and area youth organizations.
e. In collaboration with the supervisor, serve as a part of the team to provide
leadership and support to engage stakeholders through various community groups
and organizations.
f. Expected to participate in job-related trainings, certifications, and professional
development as directed by agent.

Public Safety Telecommunicator

Position Title: Public Safety Telecommunicator               | Grade Level: I

Department: Emergency Communications                       | Date: 9/10/2021

Statement of Duties: Entry level or part time employees are responsible for receiving, assessing, assisting, and disbursing all enhanced emergency and non-emergency calls for service to the appropriate public safety agency. Employee is required to preform all similar or related duties.

Supervision Requirements:  Employee works under the direct supervision of the Shift Supervisor. The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently. The supervisor provides instruction as needed. Employee refers unusual situations to the shift supervisor for advice and further instruction. Supervisors review and checks work to ensure that completed work and methods used are technically accurate and that instructions are being followed.

Supervisory Responsibilities: Employee, as a regular and continuing part of the job, does not supervise other employees.

Confidentiality: Employee has access to confidential information of the department including but not limited to ongoing criminal investigations. Employees are required to sign a confidentiality agreement.

Accountability: Consequences of errors, missed deadlines, or poor judgment may include time loss, adverse public relations, jeopardize programs, monetary loss, labor/material cost, dangers to public health/safety, first responder safety, and legal repercussions.

Judgment: Numerous standardized practices, procedures, or general instructions govern the work and, in some cases, may require additional interpretation. Judgement is needed to locate, select, and apply the most pertinent practice, procedure, regulation, or guideline.

Complexity: The work consists of a variety of duties which generally follow standardized practices, procedures, regulations, or guidelines. Work Environment: Work is preformed in a communications environment, wearing a headset, and speaking to the public in sometimes stressful situations, operating communications equipment, radio consoles, telephones and computer systems, sustained posture in a seated position for prolonged periods of time. Employee may be exposed to biohazards, emotional stress, and risk of personal injury.

Nature and Purpose of Relationships: The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable impact. The employee communicates departmental practices, procedures, regulations, or guidelines. The employee may be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation.

Occupational Risk: Duties of the job present little potential for physical injury to an employee. Risk exposure is similar to that found in a typical emergency dispatch setting.

Essential Functions:

  1. Provide effective, efficient, prompt, and courteous emergency communications with the public and public safety agencies of Barbour County.

  3. Refer non-emergency callers to the appropriate agency or resource.
  4. Question emergency callers to elicit complete and accurate information necessary for emergency response and creates appropriate incident card or CAD Event.
  5. Select emergency response units and properly alerts response unit(s) un exact accordance with established user agency policies and procedures.
  6. Maintain a current status on all field units.
  7. Closely monitor any situation present a potential danger to life or safety of field personnel and takes immediate action to dispatch assistance as required.
  8. Maintain radio contact with field units and enforces proper channel control, discipline, and courtesy.
  9. Maintain records and logs reflecting the outcome and details of emergency incidents.
  10. Participates in periodic training and evaluation activities to establish and maintain a high level of proficiency.
  11. Completes special projects to enhance the overall environment as assigned by the Supervising PSD, Training Supervisor, Deputy Director, and Director.
  12. Assist in providing notification to public and public safety agencies of Barbour County.
  13. Must be available to work evenings, weekends, nights, holidays, call offs, and call backs.

Recommended Minimum Qualifications:

Education and Experience: Position requires a high school diploma and the required knowledge, skills, and abilities to perform the essential functions of the job preferred.

Special Requirements: Employee must be 18 years of age. The employee must successfully complete the APCO PST 1 Course, as well as CPR/First Aid, NIMS 100, 200, 700, 800, APCO EMD, and WEAPONS certification within one year of employment. Must have a valid WV Driver’s License.

Knowledge, Abilities, and Skills:

Knowledge: Basic knowledge of codes, laws, regulations, policies and procedures pertaining to emergency telecommunications, first aid, first responder practices and procedures, and geographical layout of the county.

Abilities: Operate a multi-line telephone system, radio system, and computer terminals. Ability to interact effectively and appropriately with the public and other personnel. Ability to hear, understand, and respond to emergencies quickly and appropriately, deal with stressful situations, and maintain confidential information.

Skills: Communication, assessing situations, multi-tasking, and recording information.
